The Port Captain-Honolulu is responsible for planning, administration, and evaluation of all procedures, policies and programs associated with vessel and towing operations for Bros. This position interfaces with administrative staff management and other port management to ensure that towing operations are safe and efficient, and in compliance with company policies, state and federal regulations.

Responsibilities/Performance Standards:

Coordinate crew and logistics planning related to area towing operations on a daily basis.

Conduct performance appraisals for area tugboat Masters bi-annually or as needed, specifically including piloting, docking, crew management, vessel management, and crew safety.
Recommend, develop, and implement revisions of the company Safety Management System (SMS) annually.

Investigate crew, vessel, and equipment incidents in conjunction with area port and staff management.

Assist Area Port Engineer Hawaii in coordinating repair and replacement of equipment aboard vessels.

Implement and administer all approved company operational, safety, policy and procedure manuals, and review for revisions on an annual basis or as needed.

Ensure that all area-towing operations are in accordance with applicable federal and state regulations.

Administer the area IBU Labor Agreement and represent the company in the Joint Labor Relations Committee (JLRC).

Direct the area employment, assignment, evaluation, promotion, discipline, and scheduling of vessel personnel. Consult the Area Port Engineer Hawaii in regard to engine room personnel.

Make recommendations to the VP/General Manager for vessel and barge work list and plan construction, repair or modification at the weekly operations meeting.

Responsible for training area Masters in the proper use of vessel emergency retrieval gear, life-saving gear, safety procedures, fire suppression equipment, and medical supplies.

Assist the VP/General Manager in reviewing and establishing rate schedules for tug assists and opportunistic work.

Supervise and evaluate the inside harbor crew on a daily basis and conduct performance appraisals annually or as needed.

Assign responsibility for verification of vessel crew qualifications prior to their employment and for tracking crew license renewals throughout their employment

Other duties as assigned.

Experience: Experience as a licensed deck officer in the tug and barge industry. Preference given to those with experience as Master, prior management experience, and local knowledge of Hawaiian maritime ports. Must maintain valid MMC with applicable endorsements.

Applicant must be physically fit and able to board barges and tugs at sea and in port in all weather conditions and in all hours. Normal working conditions are Monday through Friday but, candidate will be required to occasionally travel to out ports and training seminars and be able to be on call as required during nights and weekends.

Echo Hill Outdoor School, located on the Chesapeake Bay, operates Skipjack Elsworth, Buyboat Annie D, M/V Spirit and M/V Twilight.

EHOS seeks a full time, salaried Captain/Educator for our Historic Fleet. Our fleet works 10 months of the year as part of an overarching experiential curriculum of varied land and Bay based programs.

A full time Captain at EHOS will teach 3 hour bay ecology classes aboard our two deadrise workboats, and seasonally lead 1 to 5 day overnight trips aboard our Skipjack and Buyboat. Weekly maintenance and semi-annual yard periods are also overseen and completed by the Captains. Additional responsibilities may be required of captains in land based curriculum and residential programs. Staff housing and board is offered.

SUMMARY:

The Dive Safety Officer (DSO) / Boat Captain, under the direction of the Vice President of Animal Husbandry is responsible for managing the dive program for Frost Science. The DSO will ensure all diving operations and the Dive Safety Manual adhere to OSHA regulations, which may or may not involve the use of the scientific diving exemption. The Dive Safety Officer will be responsible for implementing the Dive Program for the museum including training, documentation and daily supervision of diving activities. The Dive Safety Officer will oversee all dive equipment for the Museum and ensure routine maintenance is performed. The Dive Safety Officer is expected to be an active part of the diving staff for the maintenance of the aquatic exhibits and fieldwork conducted by the Museum. The ideal candidate will have intimate knowledge of OSHA diving standards and scientific diving. As a dual role, this position will also oversee the operation and maintenance of all boats owned and operated by the Museum.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Serve as Dive Safety Officer for the Museum.
Serve as Captain for all Museum owned boats.
Develop and oversee policies and procedures that ensure the safety of staff, volunteer, guest/VIP and contract divers at all Museum-related diving operations, both on-site and in the field.
Maintain the Museum’s Dive Safety Manual.
Evaluate and monitor all Museum diving activities to ensure compliance with the Dive Safety Manual and OSHA regulations.
Maintain a strong knowledge base on diving industry standards, diving physiology, equipment, and techniques to ensure the Museum’s compliance with all relevant safety standards.
Serve in a leadership role on the Dive Control Board.

Serve as Museum liaison to outside agencies involved in diving safety and regulations, including OSHA, American Academy of Underwater Sciences, Diver Alert Network, etc.

Works with the VP of Animal Husbandry and Curatorial staff to coordinate staff diver scheduling for key husbandry operations, field work and potential presentation dives.
Responsible for daily supervision and communications with staff divers including assignments, addressing questions and concerns, gear checks, and ensuring all tasks required of the dive teams are completed. Delegates this responsibility to support staff as necessary to ensure 7-day/week coverage.
Accountable for delegating supervisory responsibility to covering husbandry staff overseeing dive teams working all day, 7 days a week during operating hours, evening cleaning dives, special events, and field diving opportunities.
Responsible for providing strong technical insight into all aspects of the dive program activities and supporting institutional and departmental missions.
Manages risk and ensures the safety of staff and contract divers at all Museum-related diving operations, both on-site and in the field. Completes all assigned work in an efficient and timely manner.
Responsible for meeting commitments negotiated with other departments, external partner organizations and institutions
Responsible for care and maintenance of equipment, supplies, facilities, and personnel associated with diving operations.
Participates in Museum sponsored and approved specimen collecting trips. Participates in and leads Museum sponsored marine conservation trips. Manage select dive program staff. Oversee the preventative and emergency maintenance of the Museum boat(s).

Required Skills

Qualifications and Experience :
2-5 years related experience in the marine industry.
Valid passport and be available for both domestic and international travel.
